British British Royal Airforce (RAF) No.4 MkI Flare gun
The flare gun appears to be void of any markings on the barrel. The only marking I can find is ‘44’.
One of the grips is broken and the locking mechanism is missing, so the barrel cannot lock in place. The rest of the flare gun is still functional.

Flare guns manufactured before 1945 are legal to own in the Netherlands and can be owned without a permit by anyone over 18 years of age.
